Public Meeting Handout

Project Name: I-75 at Third Army Road Interchange
Project Numbers: D4260
Commission District: District 1
Last Web Update: April 2013
Project Description: The purpose of this project is to provide safety and operational improvements, and reduce traffic congestion on those roads that feed traffic from northern Paulding County, Southern Bartow County and northwest Cobb County to and from I-75. Currently, commuters use US 41 and SR 92 predominately to gain access to the interstate system. SR 92 crosses Lake Allatoona and goes through historic Acworth. It would be difficult to widen SR 92 to accommodate this traffic. Due to congestion along these corridors, commuters are taking alternative routes to gain access to the interstate including perceived short cuts through communities. This has created safety and operations issues as well as congestion on facilities that were not designed to accommodate this degree of traffic.
The Third Army Road project will address these issues by creating a access controlled roadway between US 41 and a new interchange on I-75 that basically follows the existing Third Army Road, hence the name of the project. This new facility will provide direct access to the area as described above with the new interchange on I-75. A grade separated interchange with US 41 is also being considered to further alleviate potential congestion on US 41.
Project Schedule: Currently, only the scoping phase is underway with a duration of approximately 18 months. The deliverables of this phase consists of an approved Environmental document and approved concept. Upon completion of this Phase, construction plans will be prepared and the project let to construction. If funding is located, it is anticipated that construction will begin by 2017 and will take two years to complete construction.
Project Manager Information: For additional information on this project, please contact the project manager Mike Cates at 770-420-6659. Comments on the project will be accepted until April 11, 2013 and can be sent to the attention of

Project Name: Noonday Creek Trail, Multi-Use Trails
Project No.: D11D0
Commission District: District 1
Last Web Update: March 2012
Project Description: The Noonday Creek Trail is a culmination of efforts between the Town Center Area Community Improvement District (TCACID), Cobb County, and the National Park Service. This trail will connect to the existing Kennesaw Mountain National Battlefield Park trail system and the proposed West Cobb Trail, planned to be constructed adjacent to Barrett Parkway between Dallas Highway/SR 120 and Cobb Parkway/US 41.
The proposed trail will run from the National Park on Old Highway 41 to Barrett Parkway, will join the West Cobb Trail along Barrett Parkway, run down Cobb Parkway to Vaughan Road and run down portions of Vaughan Road and Cobb Place Boulevard to Barrett Lakes Boulevard. The trail will run down Barrett Lakes Boulevard to Noonday Creek, and then follow Noonday Creek to Bells Ferry Road.
Additional plans are in place to add trailheads and parking throughout the trail corridor. Future phases of the trail will also connect to Noonday Park and points northward toward and into Cherokee county.
Sections of the trail currently under construction are north of Barrett Parkway and east of Cobb Parkway. Additional construction projects will be added over the next couple of years.
Project Schedule: Work continues on the nearly 7-mile-long Noonday Creek Trail which will connect pedestrians and cyclists from the Town Center mall area to Kennesaw Mountain National Battlefield Park. The goal of this project is to link residential areas with commercial and industrial areas, and to make these areas much more accessible to pedestrians and cyclists.
Phase 1A: Complete
This completed project is along the south side of Old 41 Highway from the intersection with Stilesboro Road to the northern boundary of the National Park System. Also included in this project was a 279 space parking lot at the CSX Railroad site purchased by Cobb County.
Phase 1B: Under Construction
Construction for this phase of the project is anticipated to begin in Fall 2011 with expected completion in Summer 2012. This project includes the placement of curb and gutter along the northern side of the road within the National Park Service park boundary (opposite the trail side) and resurfacing the Old 41 Highway within the park. This project also contains the extension of the trail along the southern side of Old 41 Highway from the park northern boundary to a match point just south of Barrett Parkway. From this match point, the trail will be built as a part of the Barrett Parkway widening project, scheduled to advertise later this year.
Phase 2A: Complete
The placement of trail for this phase is along Cobb Parkway (US 41) from Barrett Parkway northward to Noonday Creek which is about 0.33 mile. The trail starts on the western side of Cobb Parkway swapping sides to the eastern side at the signalized intersection with Vaughn Road. Construction is underway with an completion in early 2011.
Phase 2B: Complete
In early September, the Cobb County Board of Commissioners and members of the Town Center Area Community Improvement District celebrated the completion of this phase of the trail with a ribboncutting ceremony. This section begins at Cobb Parkway(US 41) and runs along Noonday Creek, Vaughn Road, back along the creek, then back along Vaughn Road, Cobb Place Blvd., Barrett Lakes Blvd. to the intersection with Duncan Road and includes a scenic pedestrian bridge over Noonday Creek.
Phase 2C: Under Construction
This phase continues from Phase 2B and runs northward along Barrett Lakes Blvd. to Noonday Creek. Then the trail runs along Noonday Creek and under I-75, crosses Busbee Parkway at Town Center Drive, under I-575 and Chastain Meadows Parkway before ending at the western side of Bells Ferry Road. A small gravel parking lot on county owned land just off of Bells Ferry Road will be proposed as a trail head. Coordination with many agencies, including the Federal Highway Administration, was a necessary part of the planning stages from this project as it involved the careful consideration of 4 creek bridges and impacts to numerous sections of wetlands and stream buffers. This phase of the project is scheduled to begin construction in late spring 2012.
